With reference to paragraph 4 of

Your Lordship's Confidential Despatch of the 29th. of last

July, I have the honour to enclose copy of minutes by Hir.

C. McI. Hesser, formerly Assistant Land Officer in the

New Territories, and Mr. B. R. Hallifax, District Officer

at Taipo, dated the 19th. instant on the subject of the

differences in the cost of living in Hongkong and the New

Territories.

In view of the facts adduced by

these Officers I recommend that when a Passed Cadet is

acting in the circumstances mentioned in the paragraph of Your Lordship's Despatch under reference he should receive

a local non-pensionable allowance of $75 per mensen.
